Good, but when you ran exim-config you must have seen:
WARNING: You have defined an "exim" user in /etc/passwd.
This is an advanced feature, do not use it initially.
The exim README has a section about using that.
I will move the warning after the point where cygrunsrv fails,
so that the two outputs are easier to correlate.
