I searched my c:\cygwin\usr\ (aka "/usr") directory and could find no file
called "proc.txt" or directory called "filesystems".

He's talking about Linux kernel source. It would be under /usr/src/linux/Documentation/filesystems. If you don't have Linux kernel
source available, just Google for proc.txt.
