Jan,

cyg-apt has a problem with upgrading
cygreadline6.dll because the cygwin exe is already
executing/holding onto cygreadline6.dll.


I have already run "cyg-apt update".
Here is the log:

This is expected on Windows given that cyg-apt uses Cygwin's
Python.  Simply put, whatever DLLs and other files that are
necessary to run apt-get will not be upgradeable with the
normal cyg-apt mechanism.  There's no good way around this.
