  Nope, it's still broken.  You didn't copy over the fixed includes, you
didn't copy over libgcc, you left out loads of stuff.  It's really difficult
to copy applications from one machine to another like this and not miss
anything out.

  Instead, copy setup.exe and the entire downloaded local package directory
(where setup.exe stored the downloaded files) to the new machine, run
setup.exe and tell it to "install from local directory", using the copied
package dir.  That'll set up a complete and correct cygwin installation on the
new machine with all the same packages as the old one.
