I had followed the link and really
ln -sf pdfetex.exe etex.ex
fixes the problem for texi2dvi BUT NOT for
pdftex tex-ref.tex
This is pdfTeXk, Version 3.141592-1.21a (Web2C 7.5.4)
file:line:error style messages enabled.
%&-line parsing enabled.
---! /var/lib/texmf/web2c/pdftex.fmt was written by pdfetex
(Fatal format file error; I'm stymied)
make: *** [tex-ref.pdf] Error 1
But in /usr/share/texmf/web2c/fmtutil.cnf:

So, perhaps should we do:
ln -sf pdfetex.exe pdftex.exe
?
