Assuming you use the same drive letters and directory structure, you can just zip up your cygwin data (preferably with something that can maintain file permissions) and dump HKEY_LOCAL_MACHINE\SOFTWARE\Cygnus Solutions to a .reg file.

Just extract the stuff on the other system and import the .reg and you
should be good to go.

Depending on your install, the archive file could end up being quite large.
