1.5.25-7 : Setup.exe does not download packages

Hi, I'm Neal. I've been using cygwin to program in C++ for about 4
years now and I just got my new laptop and it came with vista on it (I
almost cried of pain..: ( ). Anyways, when I tried to install Cygwin
on it, it downloaded a little bit and then it stopped so I was
confused and exited the installation, deleted the packages and went to
do it again. When I go to Setup and Install it just fills up the
"Total" progress bar super fast and then stops at 99% and says
"Running: No Package /etc/postintstall/emacs.sh"
So I tried to just Download without install and I got this in my setup
text file:

(Lots of warning here, they're the same ones over and
over..these two:)

I'm not really a super expert or anything but I don't think Cygwin
takes 4 seconds to download.
Is it something with Vista that I can change some settings and it will
finally download, or could it be my ISP? I have Comcast Cable, and
i've used it to download cygwin before on my XP computer.
