Yes, relying on 'setup.exe' to download you everything you need from a machine that already has Cygwin installed is not a recipe for success. 'setup.exe' is not a mirroring tool. It will only download packages selected that need to be updated or that aren't installed, based on the mirrors selected. If you've chosen more than 1 mirror and/or have Cygwin packages installed on the machine you're doing the downloading with, you're limiting the packages that will be downloaded from any mirror. If you want to make sure you get a full set of packages from any mirror, use a mirroring tool like 'wget' or 'curl'. You'll have better success.
