What about ssh-user-config? Did you read
/usr/share/doc/Cygwin/openssh.README?
box to another unix box, but not the other way. What am I missing ?

So this is the output of 'ssh -v -v -v' from the Linux machine to the
Windows box? Have you set up your user keys on both machines and told the
other about them?
