Btw., it's really not tricky to create a filename with special
characters:

  #include <stdio.h>
  #include <fcntl.h>
  #include <locale.h>
  #include <wchar.h>

  int main()
  {
    wchar_t w_fname[] = { 'q', 'q', 0x20ac /* euro sign */, 0 };
    char fname[32];
    int fd;

    setlocale (LC_ALL, "en_US.UTF-8");
    wcstombs (fname, w_fname, 32);
    fd = open (fname, O_RDWR | O_CREAT | O_TRUNC, 0644);
    if (fd >= 0)
      close (fd);
    else

  }
