Looks to me like some post-install scripts didn't run. You may be able to figure out
why and fix that if you look at the 'setup.log.full' file in either the directory that you
ran 'setup.exe' from or '/var/log'. This failure accounts for the missing paths to Cygwin
executables (in Cygwin shells) and other issues.
