I'm going to have to leave this for the maintainers of Cygwin documentation to answer since I don't know DocBook stuff.

My basic understanding is that if you use DocBook, you can get from one to the other. But I expect that's an incomplete/oversimplified statement.

pointers, I'd be happy to write it up, if you think anybody
would be interested.

Wouldn't hurt in my opinion. IIRC, the biggest issue in the past has been to get DocBook working under Cygwin, so Linux has been a requirement to get the documentation generated, as a result. But things may have changed here.
