Not without asking a lawyer first.

Inofficially I'd say you can try.  You don't need it for building or
removing or stuff like that.  coreutils still has a few minor problems
which should be mostly fixed with the not-yet-release-but-soon-to-be
Cygwin 1.7.2 and the experimental coreutils 8.4-1 which requires Cygwin
1.7.2.
