You could either run ldd on the DLLs (cyggcc_s-1.dll, cyggmp-3.dll and cygmpfr-1.dll) or use depends.exe (http://www.dependencywalker.com/) to try to identify the missing DLL.

'cygcheck' is also an option as well.
