Found it.  Went into Base and selected "Reinstall" on Cygwin.

I first stopped the services, then reinstalled the cygwin package and
then was not prompted to reboot after it finished.

And things now appear to work normally.

I see this in cygcheck:

The installation is behaving normally now.
