Getting ACLs to Work on C:/?

- Subject: Getting ACLs to Work on C:/?
In 1.5 I could set CYGWIN=ntsec and see the same (accurate) set of
permissions if I did "ls -l C:/" or "ls -l /cygdrive/c". How can I do
the same thing in 1.7? ACLs are already the default for mount -c, but
if I do "ls -l C:/" its as if I have noacl set.
In other words, how do I get this to be the same (without resorting to
noacl everywhere)?
> ls -ld C:/cygwin /cygdrive/c/cygwin
drwx------+ 1 Administrators None 4096 Apr 12 18:58 /cygdrive/c/cygwin
drwxr-xr-x 1 kmundy None 4096 Apr 12 18:58 C:/cygwin
