rxvt & emacs runs, but bash and others fail with STATUS_ACCESS_VIOLATION

I'm now in a situation where rxvt and Emacs runs, but the bash that rxvt
runs fails with something like this:

When I try to run "shell" in Emacs, it sometimes starts up, but doing
anything in the shell fails with a similar error. Sometimes I simply
get "Doing vfork: resource temporarily unavailable", and the shell
refuses to start.
When I ran "cygcheck -s -v -r > cygcheck.out", I saw this on stderr:
/usr/bin/cygrunsrv: warning: OpenService failed for 'DcomLaunch': Win32
error 5
Access is denied.
/usr/bin/cygrunsrv: warning: OpenService failed for 'pla': Win32 error 5

/usr/bin/cygrunsrv: warning: OpenService failed for 'RpcEptMapper':
