Cygwin permissions gone after move

Hi,

I'm new in cygwin. I installed cygwin at C:\cygwin and after I decided
to move it to D:\cygwin
After the moving. The permissions are gone but I got:

$ ls -la
total 353
d---------+ 1 Penguin None 0 Jan 22 21:23 .
d---------+ 1 Penguin None 0 Jan 22 21:23 ..
----------+ 1 Penguin None 53342 Jan 21 21:10 Cygwin-Terminal.ico
----------+ 1 Penguin None 57 Jan 21 23:45 Cygwin.bat
----------+ 1 Penguin None 157097 Jan 21 21:10 Cygwin.ico

dr-xr-xr-x 4 Penguin None 0 Jan 27 02:08 cygdrive

d---------+ 1 Penguin None 0 Jan 21 23:50 home
d---------+ 1 Penguin None 0 Jan 21 23:49 lib
d---------+ 1 Penguin None 0 Jan 25 01:26 opt
dr-xr-xr-x 9 Penguin None 0 Jan 27 02:08 proc
drwxrwxr-x+ 1 Penguin root 0 Jan 22 00:07 sbin
d---------+ 1 Penguin None 0 Jan 22 00:30 srv
d---------+ 1 Penguin None 0 Jan 27 02:04 tmp
d---------+ 1 Penguin None 0 Jan 21 23:44 usr
d---------+ 1 Penguin None 0 Jan 21 23:44 var

I figured that setting back permissions of each file is really
annoying and frustrating.
And I've installed many packages and it is good if I could not to
reinstall cygwin.
How do I fix it?
