I've rebooted, but doesn't work correctly any longer.  I have my path set
in XP environment settings and I have CYGWIN=ntsec tty

One question I have is how to I fully uninstall cygwin and re-install it
to try again?

The install should be obvious to you by now. :-)

While setup.exe does recognize when you have in-use DLLs during an
update, the recovery from this does not seem to be fool-proof.  My
guess is your problems stemmed from this.  Since you'll be installing
from a clean system, things work fine.  The best thing to do in
the future is make sure no Cygwin processes are running when you do
an update.
