64-bit setup: not a valid win32 application

- Subject: 64-bit setup: not a valid win32 application
Hi all,
I tried to install 64-bit cygwin today, but I keep encountering the
error message "setup-x86_64.exe is not a valid Win32 application." I
found another message that said to clear IE's file cache and try again,
but that didn't help. Plus, downloading the executable with the wget
from 32-bit cygwin causes the same problem. Is there something else I
should try?
FYI, this is a brand new clean install of win7-64.
