Make sure you have version 24.3.90-1 of emacs, emacs-w32, and
emacs-debuginfo. Since these are test releases, you have to explicitly
choose to keep them every time you run setup. Here's what I see on my
system:
$ cygcheck -cd | grep emacs | grep -v auctex
emacs 24.3.90-1
emacs-debuginfo 24.3.90-1
emacs-el 24.3.90-1
emacs-w32 24.3.90-1
emacs-X11 24.3.90-1
$ emacs-w32.exe &
[1] 11244
$ gdb -p 11244
