Just tested on 32 bit Cygwin 1.7.35, updated to the latest packages.

Works for me:

$ uname -rsm
CYGWIN_NT-6.3-WOW 1.7.35(0.287/5/3) i686
$ gdb
GNU gdb (GDB) 7.8
Copyright (C) 2014 Free Software Foundation, Inc.
License GPLv3+: GNU GPL version 3 or later <http://gnu.org/licenses/gpl.html>
