xterm does not launch from a local shell after upgrade...

I had not upgraded in sometime the last setup.exe I had downloaded was
12/18/2014 then most recently 3/18/2015.

The purpose of the most recent upgrade was to install Qt libraries and
include files so that my code built on Linux would not show hundreds of
errors and missing definitions when viewing on Windows. However in doing
so several other files were upgraded and I do not know which is the
issue. So here goesâ

After completing the install/upgrades I attempt to restart xwin via
startxwin command. Now I get an instance appearing on my task bar and in
the typical iconized item in the task list, I also now have an active
application showing in the upper left hand corner of my display. When I
attempt to launch xterm, or any other xapplication, from the Cygwin
command line it responds âxterm: Xt error: Can't open display:â or
associated applications name. If I attempt to launch xterm from a
Windows desktop shortcut âC:\cygwin\bin\run.exe -p /usr/X11R6/bin
xterm -display 127.0.0.1:0.0 -ls +ah -aw -rightbar -sb -sl 1000
/bin/bashâ a window flashes on the screen and disappears. I have
changed nothing in my Cygwin startups, or methods for starting XServer,
however the only way to open an xterm is through the application in the
upper left corner. Changing the display variable to my ip address,
localhost, or computername does not solve the issue.

Downgrading to 1.17.1.0 from the current version does not help either.
So whatever versions of all the applications that were upgraded from is
unknown to me, and do not know how to downgrade all applications to what
they were on 12/18/2014.

So I am seeing two major changes: XServer that now appears on the
desktop and unable to launch xterm from any place other than the XServer
application.
