If you use -O as Achim suggested in
https://www.cygwin.com/ml/cygwin/2015-11/msg00141.html, that implies
-s, so you should be OK.
rebase -O -T list
Tha's works effectively but why it does not work without the -O option?

It's not so much that it doesn't work without -O, it's that it doesn't work without -b or -s [unless you're just using -i for information]. The point is that rebase can't know what address to start rebasing at if you don't use -b or -s.
