$ objdump -p /usr/bin/cygMagickCore-6.Q16-2.dll | grep WebPDecode
        48ee2c      8  WebPDecode

Is this a known problem? If not I can attach cygcheck.out and the output
from strace if that will help.

It's not a known problem.

It is now. I can reproduce the problem (only on 32-bit Cygwin). I'll look into it.
