After an upgrade to Windows 10, I got the following message:

Assuming you're using Cygwin itself and not a third party application that uses it, what is your Cygwin version?  I had this same problem after upgrading to Windows 8 or 8.1; I can't remember which.  I upgraded to the latest and greatest Cygwin, and the problem stopped happening.
