python2-sphinx missing tools in /usr/bin/

Dear all
Am I missing something? The obsolete package python-sphinx has the
tools sphinx-apidoc, sphinx-autogen, sphinx-build and
sphinx-quickstart in /usr/bin (see
https://cygwin.com/cgi-bin2/package-cat.cgi?file=x86_64%2Fpython-sphinx%2Fpython-sphinx-1.2.3-1&grep=B).
However, the package python2-sphinx does not have any tools in
/usr/bin, see https://cygwin.com/cgi-bin2/package-cat.cgi?file=x86_64%2Fpython2-sphinx%2Fpython2-sphinx-1.6.5-1&grep=B.
Is this a bug i packaging?
