Sure, it's always nice to be able to use familiar tools and the gnu
toolchain on multiple platforms.

Not under that name. Cygwin comes from 'cygnus solutions' and
'windows', and neither would be present on your VMS environment.
You may find that the debian project is a better place to leverage
existing porting work, as they have a similar (but larger) set of ported
programs and capabilities. There may be some folk here who would
contribute to such a thing, but I'm not one of them (I don't have
openVMS, nor the time).
