Not really. I once used Cygwin & nasm to build the assembler parts of
a windows version of openssl. It was ompiled with cl then. But I have
not tried this recently. I need some more details about the problem and
your system configuration and setup.
Attach the output of `cygcheck -svr`, please.
What are the errors in the Makefiles? Are you using the right perl?
How should the Makefiles look like?
